Accountability_1perpage.pdf lecture notes
This module s reading mainly addresses the accountability issue of INGOs. What s your take away from this week s reading? How can an INGO demonstrate its accountability? What are some of the challenges in ensuring INGOs accountability? What s your view on self-regulatory accountability? How to regain public trust after an INGO’s scandal? Anything else you find interesting?
One of the issues regarding INGO accountability is the difficulty of measuring INGO performance/effectiveness. Please conduct some research and list (and elaborate) three main barriers for INGOs to demonstrate their performance/impact. How is INGOs performance measurement different from that of government and/or private organizations?
One way that INGOs demonstrate their accountability is by program evaluation and progress/program report. Here are the links to some of these reports:
1.Evaluation reports of poverty-alleviation projects in Uganda, Zimbabwe, Bangladesh, and Indian (clink the link here to the Overseas Development Institute website: http://www.odi.org.uk/publications/5577-impact-ngos-rural-poverty-alleviation-zimbabwe (Links to an external site.) (Click Download and on the right-hand side, there are other related reports.)
2.The OxFam GB website also has examples of evaluation reports (please read/discuss some examples): http://policy-practice.oxfam.org.uk/publications/search?q=evaluation;sort=publication_date (Links to an external site.)
3.IFESH s report to its funder USAID: http://pdf.usaid.gov/pdf_docs/Pdacs237.pdf (Links to an external site.)
Please briefly read these reports to see how INGOs measure their performances and demonstrate their impact. If you know of other good examples of evaluating INGOs performance, please also share the examples with us.
This discussion requires two posts, an initial post and two response post. Later in the day will need to respond to two other posting. 100 words each so a total of 200 in responses to two other students. Total of 850- 950 words in discussion post, reference not included in the word counting. I will upload the required pdfs
As a general guideline, initial posts should be well-developed, use proper spelling, grammar, and punctuation.
Response posts should be substantive and move the discussion forward. This is your opportunity to discuss the information further with your classmates or to discuss whether you agree or disagree and state why or why not. Keep your comments professional.
You are encouraged to incorporate your personal and professional experiences in discussion board responses.
Module 7 Case Analysis
For the case analysis, I would like you to read the case and browse its website to see how the Red Cross is structured, its mission, core activities, and funding sources.
The case mentioned a self-assessment of the performance of national societies (of Red Cross). What did they focus on for the self-assessment? Why do INGOs have a periodical self-assessment? What can they learn from it? What are the main challenges it faced? How did the Red Cross address the challenges?
The case also compared MSF and the Red Cross (p.158). What do you think the Red Cross should be known for (for its rebranding)? The case also mentioned several scandals. What should the Red Cross do to ensure accountability in the future?
